What type of application is better to choose?

Hello everyone, I have a problem. You need to create approximately the same application as the "questionnaires" application in VK. But I don’t understand what it is and about what technologies it is made on. What is better to choose? standalone app? And would vanilla JS and PHP work on the application side? Also standalone app will open in iframe?

Everything is done in react and plus its own VKControls library or something like that. But yes, you can do without it.
