What tools to choose for developing a 2D platformer?

I want to write a small platformer, but I can't decide on the choice of engine/framework - there are too many of them.
It is desirable to be able to use exclusively scripting languages ​​for development - Lua / Python / JS, but at the same time it is possible to create a binary under Win. Also a side question - is it worth learning C # / C ++ specifically for these purposes? How likely is it to write something digestible on the pluses "with a swoop", a way and for a long time, if you know nothing about them except for the syntax?

I can recommend GameMaker Studio. For development under Windows, the engine is free (there are some minor limitations, like a splash screen when starting the game).
The GML language is very simple, you can deal with the engine quite quickly, and with straight hands you can get a very good result (the level of commercial AA games).
