What tools can implement an advanced task scheduler?

Hi all!
Interested in how to implement such functionality?
There is a list of tasks that must be performed at a certain frequency, for example, every minute, every 10 minutes or every hour, these tasks can be deleted and edited. When the system crashes, job queues are not lost.
There was an idea to make several queues for "RabbitMQ + delay in execution", but probably this is not a very optimal option. I proceed from the fact that, for example, there are many tasks with different intervals and using regular CRON is not an option.
