What tools can be used to develop a web application for a power grid?

I am looking for a simple tool that can be used to draw diagrams of urban electrical networks.
In essence, a simple web application in which the user sees the network diagram and can change the state of objects on this network in real time. Each change is recorded in the database.
Network diagrams must either be imported into the application from svg format, or simply imported as a bitmap image, and objects should be marked on top of it.

I have been developing in the field of energy for a long time, I assure you - the definition of "simple web application" is inappropriate in this case. Something more or less suitable for your requirements is proprietary for a very expensive price. Take free fish with drawing via the web and finish it for the purpose of energy - many man-hours. This is such a disappointing answer.
