Either endless html files, or the same html files, but under the hood of a static site generator (approx. Jekyll), or all the same records, but already in the database.
Purely technically, by the way, html is cheaper, since you do not need to strain the RAM to maintain the database and queries to it. And if you polish with caching, then you will spend not only RAM, but also static memory and there will be all the same html files)
In other words, the question is incorrect.
Because:
1. CMS is not worse than PL because they are written in the same PL.
2. YP generally on the drum which one to take. The main thing is that the server understands it or there is a shell.
3. 100% knowledge of CSS\JS\HTML is required.
And the solution to your question will be with a 100% hit WP. With such questions, you won’t be able to raise anything like at least the simplest CMS, but picking something simpler on the ready, moving in and already starting from knowledge, writing your own + transferring the base is the best solution.
