What tool can be used to register libraries in a project template, and then download the latest versions?

Hello. Tell me, how can I write the name of the necessary libraries and be able to download the latest versions of these libraries? I thought you can use npm, but I found little information on the topic. Although if you can write the dependencies of gulp modules, then you can probably write anything that can be downloaded from npm. This is true? I collect a boilerplate, I ask for advice.

NPM is made for this.
Where did you download the gulp modules from? Did they manually pull the archives from the github?
