What to write news/infotainment portals on? CMS or bare framework?

Then I suddenly realized that it would not be easy to write a portal on some CodeIgniter, because. you need a powerful admin. Are such things written using CMS like Jooml's and Drupals?
What CMS do you recommend?

If there are skills and direct hands, then certainly a framework. It's much more flexible. But not Codeigniter of course. He's already dead.

I will add to Stanislav:
in addition to skills and hands, one way or another, you still need a budget and deadlines. And they are determined by whether a given project really needs a unique "technical part" or not. If yes - frameworks (or even bare HTML+JS+CSS+server JS+DB). If not - CMS.
This depends on the project.

look from CMS DotPlant2 , it’s a free engine, but it deserves attention, it’s written on the Yii2 framework, the engine is open, you can finish anything you want if its functionality is not enough.
