What to write fast applications for Desktop?

I welcome everyone. I know it's a stupid question, but unfortunately I couldn't find the answer. It consists in this: in what programming language in conjunction with the framework to write highly efficient non-braking applications? Ready to hear all options. Thanks in advance.

highly efficient non-braking applications

in my opinion, highly efficient and not slowing down applications are not always written quickly.
What is the fastest way to write? - Java (JavaFX or Spring + JavaFX), JavaScript (ElectonJS), Python.
How to write highly efficient applications? - it depends on the developer and the language used. C, C++, Delphi, Java, C#, Qt
On the other hand, if you spend your time learning a new language instead of writing a program in the language you know, you will also lose time.
We kindly ask you not to write the desktop in PHP. Personally, I think this is a perversion))

I would not choose a language, but a programmer.

@HemulGM

Delphi - VCL, Delphi - FMX. Fuck the possibilities and speed of
VCL development - 100% native under Windows.
FMX - cross-platform for all main. platforms (Win, Linux, Android, MACOS, IOS)

Of course python. He also took first place in the ranking of high efficiency and low power consumption.

1. Graphic - Delphi, C#
2. Console - depends on the type of application. Usually "pure" C.
