What to use when developing a dynamic site?

I want to make a dynamic site, so that the pages are generated by the server and consist of templates that will be convenient to change later. I read lessons about this, where the site is generated from several php files (header.php; footer.php, etc.), but the content itself on each page is written manually. Is it possible that not only the header and other repeating elements are taken from files, but also such things as the background, size, all parameters of the block with content? That is, so that only the content of the content block changes, and everything else lies separately for the convenience of changing in the future.

YES. Read about mcv, try to deal with some framework. And don't read old it books.
