What to use for Configuration Management needs?

My desire is simple: to get an analogue of Puppet / Chef on Windows, but without installing different Ruby and Python on the one hand, and without the PowerShell DSC monster (which is still only from the 2012 server and, traditionally, Overengineered Bloatware).
Who and what uses for the needs of Configuration Management?

Powershell 2/3 + wmi what's wrong?
Okay, in WinXP all new processors are issued "Pentium 3 Xeon", but who in their right mind would use XP now.
All iron collects, all software, space on disks monitors.
Of the more enterprise solutions of MS System Center, ManageEngine ServiceDesk (itil little animal, very interesting), this was offhand remembered.
