Good day. Recently, I started studying Numerical Methods (I took the textbook Numerical Methods by M.P. Lapchik, M.I. Ragulina, E.K. Khenner) and settled on the topic "Methods of Representing Numbers in Computers", since the topic was covered quite poorly due to the minimum number of explanations, I had a lot of questions for which the search engine gives a little different from what I wanted. Need a little more specifics in your question.
Roughly speaking, all computers store numbers in the binary system, and the number of bits is limited. Hence all the difficulties when working with negative and especially fractional numbers.
