What to do with TimeZone UTC +3 in webkit?

A very annoying bug surfaced today:
In utc+3 under Windows in all browsers, the following code returns:
new Date(new Date(2013,11,1).setMonth(12))
2013-12-31T20:00:00.000Z
In ie works. Works under mac. I'm breaking fulcalendar js. Works in a different time zone.
2014 is expected to return.
Question: What should I do, and is it reproduced by you?
