What to do with the compiler if it does not start and needs to be reinstalled?

After installing the compilers (Microsoft Visual 2013, Microsoft Visual 2008 portable, MinGw), the error "cannot find one or more components" appears and asks for reinstallation. Repair is not treated in Visual; reinstalling doesn't help.
