The question is still theoretical, for me. But it got interesting.
What to do when the power of the balancer is not enough?

If the load balancer has already reached the limit (and it's cool tuned), do dns balancing by adding load balancers?

Well, no one makes one balancer. And they usually scale well.

as an option to do balancing below the level according to the OSI model .. unless of course the application will work in this version
