What to do in case of erroneous actions with Microsoft Azure?

For a while I used the developer support program provided by Microsoft Azure in the amount of $25 per month. With these funds, I created virtual machines and used them in the process of developing term papers at the university. After the need for azure services disappeared, I deleted all the machines and stopped using azure. Make sure the list of machines is empty. A month later, they didn’t call from the azure customer service department and said that they appointed me a manager and notified me of a debt of about 70,000 rubles. I replied that this was some kind of mistake and I was advised to contact support. During the conversation, the support service assured me that I could not exceed the $25 limit. I had an expired card attached to azure at the time and was told there was nothing to worry about unless I linked a new card, all machines and data will be deleted and I owe absolutely nothing. A month later, the call from the customer service department was repeated and I already owed about 120,000. I did not find any machines in the azure control panel. But I found an account there that was not duplicated anywhere else and I did not receive any notifications about this. Having contacted the support service, I received instructions on how to remove this machine, but I did not find it in the list.
Please tell me if I will have to pay this amount in the end, and how I can avoid it. Maybe I should contact my local Microsoft department? Well, in any case, I plan to apply. How can Microsoft force me to pay?
