What to do if there is a mouse delay in some games?

The delay usually happens in older games, something like Fallout 3 or Skyrim, rarely happens in new ones. Having poked around in the settings of the video card, I noticed that in the fallout 3 game, with the vertical sync pulse turned off, the delay disappears and the fps becomes more than 60 (although there was a limit when the sync pulse was on), but not everything is so good, the smoothness of the picture disappears, it’s impossible to play. So, is there some kind of compromise that would be a smooth picture and there was no mouse delay?
