What to do if permissions were removed from the application, but they remained in the google console?

Good afternoon. Tell me please. The mobile app had permissions to access SMS and calls. They were removed from the application, but they remained in the google play console. When adding a new build, you need to select at least 1 permission that the application uses and it is shown that access to SMS was previously given.
The question is how to remove this permission to SMS from the console itself, because because of it it is not possible to pour out a new build of the application in which there is no longer access to SMS?
