What to do if Google Play banned the developer?

Problem:
I had a Google Play account with about 20 different apps. The total number of app downloads reached ~500k. Black hat SEO methods application data was promoted - too many keywords, they were not sparse by description, just all the keywords in one place. After ~7 warnings from Google, the developer's account was banned.
The developer was re-registered, but to another person from the company, applications were downloaded from the previous account, as well as new ones. The number of downloads in a month reaches a rather large number ~ 300k, but there is a second ban for Prior Violations, although there were no warnings from Google. They just took it and banned it :'( There were no violations of the agreement for developers (in the first case, as I mentioned earlier, there was search spam). The only violation was the re-registration of the developer account.
What do you advise to do? , Yandex) Wrote to Google - the answer never came.

It seems that the situation is very difficult and there are only two ways out:
1. Persistently seek contact with support, sprinkle ashes on your head and negotiate to resolve the situation
2. Start everything from scratch and no longer be "naughty" - clone your applications (change the name / design / package - everything, so that it was not recognizable at all) and put it out from under another person, sensitively reacting to every warning ... I
sympathize ...
PS But it's still worth thinking about entering other markets in addition to GooglePlay!

There, when they get banned, the letter says "do not try to register a new developer account", so everything works honestly
