What to do for a diploma in Web Design?

Hello everyone, I'm graduating from college this year, I took the assignment for the diploma "Web Design Development for ......"
The fact is that the company I'm doing my internship with doesn't have a website at all. Here's what to do?
And in general the question is: What to write, do, create, draw?

Perhaps to make a design/website of the company?
Still unclear what is meant by "Web Design Development for ......"? Web design, in fact, is a set of pictures (in PSD, for example). Although for the head of the graduation project, this may be a working site.
PS. By making a company website (a working website), you get a real project, and this, IMHO, is much more interesting to make an "abstract horse in a vacuum".
