What to choose for development?

Please tell me:
at the moment the company is working on a bundle of MS ACCESS 2010 + ADP 2003 + MS SQL 2000.
There is a warehouse accounting, a production department (a complete set of computer equipment), mutual settlements with counterparties, the formation of primary documents. Well, different reports for management.
In connection with various licensing cases, I want to migrate to something newer.
There are MSSQL licenses (2012 and 2014),
but what should I change MS ACCESS 2010 + ADP 2003 for?
Can you please tell me the direction of migration? What should be used to implement accounting in small companies (10-15 users)

Don't change Access 2010. Adp support has ended in older versions, so many developers don't go any further. In general, this is a normal, stable system - I would not recommend leaving 2010.
