What to choose between VDS and Cloud storage?

Faced with a dilemma what to choose between VDS or cloud hosting (for example, Jelastic).
I'm looking for a place where to move the q-page
landing page creation service. At the moment, we are renting a server from fastvps, but we are thinking of moving from it.

Actually what is the dilemma:
1) VDS:
+ Iron with a margin
+ Fixed price
- If a breakdown happens, then everything lies
2) Jelastic:
+ Convenient control panel
+ Automatic allocation of resources under load
+ Stability and confidence that it will not fall
- Floating prices (hourly fee for each cloudlet, traffic, used hard disk space)

Pros and cons are everywhere.
What is better to take and where?
I am looking for the best price / quality option
