What to choose backup or mirror?

Hello, there is a regular network share on a terabyte for an office of 20 people, and there is another such terabyte,
what is the best way to do it, do a sync to the second terabyte every night with rsync or make a mirror out of these disks?

If uninterrupted operation is important - a mirror.
If it is important not to lose data - backup.

That is, these are different things, for completely different purposes.
The mirror will not protect against data loss in any way, but it will ensure uninterrupted operation in the event of a disk crash.
A backup will save the data, but the work will stop until the disk is replaced.

And what is the task? A backup will allow you to restore deleted files in case something happens. A mirror will protect against the failure of one drive.

Actually, it's better to have both. But if resources are very limited, then backup should be preferred. But at the first opportunity to make a mirror.

Why choose? you can combine, for example, using differential VHDs - at the end of the working day, create a child vhd with a script and mount it as a mirror, not forgetting to call it by the date of creation.
