The duty advice for such cases is any Arduino Kit from Aliexpress. But keep in mind that it's up to you to try. From these whales, it can be problematic to create a specific finished product. There seems to be a lot of everything in it, but what you need and will not turn out. Therefore, an alternative option is to read the relevant sites / forums and select a specific, not very complicated project that you want to repeat (a typewriter, watch, weather station, whatever) and purchase parts for it.
Buy an original arduino (not a fake, which is 2-3 times cheaper). This will help you avoid initial driver troubles.
Buy some diodes, a wifi module, and for example a motion sensor.
There are so many things you can connect to the Arduino if you want, it's best to ask yourself what kind of device you would like to make. For example, I wanted to try blinking an LED. Therefore, I just bought an Arduino and achieved this goal for myself on the very first evening.
In microelectronics, it is difficult to make complex things, you always have to move from simple to complex. So get an Arduino or a kit to learn it. In my case, the choice was simple - Arduino cost, from my point of view, pretty much on its own. I didn't know what would come of it, so I didn't want to spend too much. But now I would still choose some kind of set.
By the way, I do not advise you to start with the Chinese. You can run into troubles, but how to solve them, you can only find out in Chinese.
