What ticket system would you recommend for a supply department?

What ticket system would you recommend for a supply department?
There are two departments (sales and procurement) to establish communication between them.
I see it this way. The salesman scores a ticket (position name, art, when it is necessary, where to deliver and volume)
And the supplier already finds and scores (the price, when it will be, where to carry it from and how much.)
What is required:
-Access via the web (Ready to raise the server)
- Free
-Customizable fields (art, dates, guests, etc.)
-Simplicity (Ideally, this is something like an excel file, where the line is the position, the columns - what, where, where and how much)
-Search by past tickets. (So that you can see that product A was ordered last week at price n, and product B was ordered a month ago, and the current price must be requested from the supply)
What is not very important
- what it says
- Very desirable - Russian localization
Tried OTRS - too complex, such functionality is redundant

All trackers known to me were written for progarmers or support. OTRS is a support tracker, it reflects the needs of a support. You need a tracker for programmers, they are easier. redmine, bugzilla, mantis
