What text processing language will a pragmatist programmer choose today?

Andrew Hunt and David Thomas in their book recommend learning a language for word processing so that you can more easily manage your source code. They themselves recommend Perl, but the book was written a long time ago.
What is the most convenient language / tool for word processing now?
And how to use it under Windows?

Perl, in general, has not gone away. There were no major breakthroughs in this area.
You can also look towards sed and awk (under Windows via cygwin).
