What technology stack is needed to develop such a project?

Hello everyone, I need help from people hardened in combat situations. The bottom line is this:
There is a project, the introduction of a map into the site (it will probably be implemented as a section, or a separate page on the project thrown over by Wordpress).
The card must:

1. When you hover over the map, districts are highlighted (Central Federal District, Southern Federal District, etc.) - for example, by coloring the border of the district in some kind of red color and displaying pop-up statistics on the number of partner companies in this district.
   
2. When you click on the district, the map either goes to a new page or enlarges the district, displaying the partner's icon on the map of the district, when you hover over it, a brief description will appear, when clicked, a gallery with a description of the partner, a photo gallery will open.
   

The main question on the stack: will the Yandex Maps or Google API allow such a range of manipulations (color, smooth transition across regions, adding a large number of markers with a JS gallery attached), and with the further landing of this whole mechanism on WordPress, for the convenience of adding partners. Or take some kind of third-party card, carry out fraud with JS + PHP, to add functionality and interactivity? Thanks in advance.
If it's not difficult: correct the stack of technologies used, maybe I missed something.
