What technologies can be used to develop a small mobile application?

There is a web application written in django, nothing complicated, mostly simple CRUD.
Users (about 50 of them) send small reports every day, mostly text (filled out a form and pressed a button), and sometimes photos. Now all this is implemented as a web application.
There was a need to make a small mobile application to send these reports from the phone.
There is no time or desire to master native technologies, I myself am a web developer, so the question is: how to implement such an application with minimal labor costs? Specifically, there is an idea to do it on hybrid technologies: phonegap, ionic, corona, or your suggestion. Will the capabilities of these frameworks be enough for my task, will there be any inconvenience for users related to the speed of work or data transfer to the server? I repeat, nothing complicated, I filled out the form and sent it, and it is desirable to have access to the camera api.

I am sure that phonegap or ionic capabilities will be enough for your task in full. Given that your profile is web development, I think the setup and initial glimpse will be the most "difficult" steps in completing this task :)

PS Since the task is not incredible, it may be worth looking at native tools. It seems to me that it will not take you much time, but it will broaden your horizons a little.
