The applications themselves are in html5. Backend on anything.

I know about Samsung and LG. Applications are written in HTML and JavaScript. Less often - ActionScript.
Server part on anything.
PS: Smart TV development is pain and suffering... (especially for older platforms). I try to forget the time when I did this, like a bad dream :)
