I want to apply for a FSB license for the following activities:

12. Mounting, installation (installation), adjustment of encryption (cryptographic) means.
13. Installation, installation (installation), adjustment of information systems protected using encryption (cryptographic) means.
14. Installation, installation (installation), adjustment of telecommunication systems protected using encryption (cryptographic) means.
15. Mounting, installation (installation), adjustment of the means of production of key documents.

And I was confused by this paragraph in Decree of the Government of the Russian Federation No. 313

f) the license applicant has instruments and equipment that have been verified and calibrated in accordance with the Federal Law "On Ensuring the Uniformity of Measurements", belonging to him on the basis of ownership or other legal grounds and necessary for the performance of work and the provision of services specified in paragraphs 1-11 , 16-19 list;

The company owns only a certified AS of three workstations. What spec. do you mean equipment?

in my opinion, you need to have the necessary connections, but under specials. equipment can be understood as a tool for "Installation, installation (installation), adjustment", as well as, for example, routers and other equipment.
