Are there inexpensive (or free) solutions for organizing IP video surveillance?
Ideally, deploy the software on your VPS (Linux).
Which IP cameras to connect to.
With the ability to write not everything, but only disturbing moments.

Free decisions - only if you follow the principle. In other respects, they are not much more convenient than recording the motion detector of the camera itself on ftp.
Of the usable options for niks (in the weight category "up to 2k per channel") - Line and Macroscop .
But if we are talking about more than 1-2 cameras, it is advisable to take home a DVR (Hiwatch or Dahua).
