What software is there to view files via http?
There is such an idea for a home server: we cling to wi-fi through radius and immediately get to a given web page.
On this page we see three folders: files, videos, photos, music. Files (doc, pdf, etc.) are downloaded and opened by the appropriate application on a smartphone/tablet, etc., videos/photos/music are played directly via the web. I will only use mobile devices.
What software can do this? Hardware for the server - a regular PC, OS - Linux / Windows, wi-fi - access point.

It's called a media server, you can go and buy it. Only why the radius is screwed, it is not clear.
You probably need owncloud to access the content. But, probably, there is no absolutely ready-made solution for RADIUS
