What simple visual database designer would you recommend?

Many tasks have appeared where it is necessary to use databases (yeah, that sounds so funny).
I will describe very simply, from the side of the work of employees:
1. A user from group X creates records using the input form, a user from group N creates records using the same input form as user X. there are many columns in the table.
2. Users of both groups X, N as a result can view records in the form of a table. But they do not see each other's records (the ability to set restrictions).
3. A user from group Y can view and edit all entries created by users X and N (ie, receives, as it were, a summary of information from users from other groups).
4. All this should work over the network (preferably in a browser, but not necessary).
Here is the question - are there any simple visual constructors for this, in order to simply create a table with columns, set restrictions on viewing, editing for users, create input forms for users (even if automatically from the column names, as in Excel the "form" button , as long as it works on the columns, where the choice of values from the list is provided).
Or does the restriction on user groups work everywhere only on the principle that each group has its own table, and another table is used for the summary? If so, then you still need a simple visual constructor.))
Maybe someone came up with some thing like deploy denwer created some kind of template with a database, and with some convenient visual tool renames, deletes columns in the table, sets restrictions, creates users ... If this is quite possible, then where is it better to ask about such a thing, to find such a person?
