Hello, I have a code on a non-responsive site:

<meta name="viewport" content="width=device-width, initial-scale=1">

I want the site to open on phones like in the left picture, without scaling.
And now it opens, as on the right, it needs to be scaled manually.
Please tell me how to solve this?
