What should I do to display pictures with Cyrillic names and confusion in encodings?

  • There are two clones of the site - local and shared hosting
  • Images are displayed locally.

, in theory, this is a file with the name of the /upload/scanimage07гCyrillic letter "g" at the end of the file,
but physically the file in the folders has the name scanimage07Рі"Pi" in this case, this is the same "g" only converted to utf-8 from windows- 1251.
Porridge, but I got such a project. Renaming files is not an option. there are sooo many of them.
The most interesting thing is that everything is ok on the local. Therefore, I think that something is not configured on the virtual hosting and it needs to be taught to understand the names from the URL encode into the form with "Pi"

I did not look for sacred meaning in search of a reason. I just renamed the files in batches using the plugin for TotalCommander https://wincmd.ru/plugring/Translit2.html
There you can change the file name according to the encoding tables.
