What should be the qualification of a specialist to work with microcontrollers?

Hello,
since I do not have a technical education, I want to hear the opinion of experts:
to do the job, you need a techie who understands microcontrollers, electronics,
microsensors, etc. Beforehand, there are selected components that need to be assembled into a single system that can be controlled from a microcontroller and an iPhone, performing the required functions.
You need to connect LEDs, fiber optic cables, fingerprint scanners, load cells and GPS,
batteries. It is desirable that the specialist could advise which models of the above components are best suited.
How difficult, I mean, how experienced and ingenious should a specialist be in order to make a full-fledged system from the above components, with the functions necessary for the project?
Is it possible to look for a student or only someone exceptional can handle such a job?
In which area of ​​electronics to look for the right person?

These are at least three different specialists: -
programmer - electronic engineer
/ circuit
engineer - supplier
The only one who can successfully combine this is an electronic engineer-homemade programmer who lives all this 25 hours a day, repeating at home all the technological processes of enterprises, there are dozens of such specialists - hundreds ( DiHalt , SWG (who left us untimely) are examples of such specialists) .
This may be a graduate of a university, even a supernumerary one, but this is extremely rare.

Programming microcontrollers can be successfully done by a good gifted university graduate who is fond of programming.
For example, I don’t know analog electronics well, I know digital, but this did not stop me from participating in the development of electronic devices and successfully programming microcontrollers.
