What should be the procedure for transferring a site to another hosting?

I have a very indirect attitude to web development, so I need advice for a teapot. Please be understanding.
The situation is this: in order to optimize costs (we are state employees), my organization plans to switch from maintaining our site by a third-party organization to maintaining it on its own, that is, by my forces. By the time the contract for site maintenance expires, the contractor plans to transfer the site on a flash drive (it is made on joomla) and remove it from its hosting.
What should be the procedure for the procedure for deploying the site already on our hosting to be painless? What do you need to request from the previous contractor (login and password from the joomla admin panel will also be needed? What about the domain name and its binding to the new hosting?

First, it will cost more.
1. Transfer you the rights and access to the domain. So that you can go in and change DNS records
2. Get Joomla passwords (does not hurt)
3. Deploy your web server, post Joomla there
4. Change DNS settings to a new server
5. Copy the site to your web server

The developer is obliged to issue comprehensive instructions for installing and maintaining the site on a clean hosting.
The instruction does not have to be for someone who can’t do anything (because otherwise it will become huge), there are typical actions that an ordinary system administrator should know.

if you don’t know, then you don’t have experience and knowledge, a classic situation with budgetary organizations, then it will create a bunch of hemorrhoids for them, it was and will be until these organizations understand the simple truth - where work is needed, a specialist is needed, not yesterday’s student.
The domain name is very important, do not require logins, passwords, but the transfer of ownership (if for some stupidity you did not do this earlier), i.e. the domain must be on your (if you are the owner of the company or its authorized representative) account, registered in your real name/company, the second is better.

The most convenient tool for backup and site transfer. He essentially makes a quickstart as a backup, the deployment of which on a new hosting is as close as possible to installing a bare engine.
