1. If I understand correctly what SEO is , then what does it have to do with it? Usually the admin panel is hidden from indexing by search engines.
2. What do you mean by 'module'? If modules will be installed on your engine, then you can make a dynamic change in the module settings, on the module management page.
On the subject:
I met on some CMS the ability to make static pages in the admin panel, where the administrator writes a link on which the page (NC), page title and content will be displayed via BB / HTML + CSS.

1. Change of title and description for each page.
2. Ability to set up 301 redirects.
3. For pages to be available only at one address and be CNC, without any .php and '?'
4. Change h1 headings on pages.
