What should be the correct syntax?

Good afternoon.
There is an opencart engine .. and it offers links for the server to perform Cron tasks ..
But the server itself swears at incorrect syntax when using the links offered by opencart.
links suggested by opencart: sudo /usr/bin/wget -t 1 -O - ' http://etc
server response:
/bin/sh: -c: line 0: unexpected EOF while looking for matching `''
/bin/sh : -c: line 1: syntax error: unexpected end of file
How to tweak query in CRONe ?

The closing double quote is missing. Probably somewhere in the url. Well, sudo is superfluous here.
