What should be stored in the repository?

I have: node_modules folder, package-lock.json and no package.json
Do I need to create package.json and commit it or commit package-lock.json.
And what to do with node_modules?

Ignore folder. Package.json and lok file to turnip.
And how did it happen that there is a lock, but no package.json?
