What should be done in point 3 described in "Git workflow for Yii 2 contributors"?

I would like to help the Yii framework project.

There is a page on GitHub that describes how to do this.

Everything is clear up to the third point (Here is this "Prepare the testing environment"). And the third command does not work: php build/build dev/app basic <fork>

You fork, clone this fork to yourself locally, in the directory with the cloned fork you put dependencies with those commands from the third paragraph, how are you going to help the project in php if you don’t know what composer install is for?
