What should a portfolio be?

I want to go into game development, in particular, I'm currently studying Unity3d. They don’t take a job, once they gave a test task for visualizing a walk in width, did it, but they refused anyway. Should such minor programs be included in the portfolio? What else can be added there?
After all, it's clear that unfinished / unstarted serious projects are of no interest to anyone, but trivial ones - will they pay attention to them?

Game development is a complex and creative job, so the ability to finish projects is valued in the industry. Both at the studio level and at the level of one developer. Of course, no one expects to see GTA or BioShock in a newcomer's portfolio, it is more important to show dedication and diligence. No completed games? Participate in game jams, make some super-short games on dice and programmer graphics or on the ready-made from the Internet. Soon, for example, Ludum Dare will be held , there are also jams every week on itch.io. The main thing is not to try to start anything that takes more than a week to complete. If you make a new game every weekend, then in a month you will already have a mini-portfolio.
