I use www.yourmailinglistprovider.com/ - it's not purely Free (there is a free tariff, it seems 1000), but it has a great api, I used to spend a lot of time on email newsletters, now everything is 95% automated, but this is for sending letters to large company.
For my slowly developing projects, I write the same API on Google App Engine

The cost of exceeding seems to be: $0.0001 per email recipient for emails sent by the application which is well below the cost of the others.
