What services do you know with the ability to create a public folder like Dropbox?
The goal is to host a simple HTML page with JS and CSS just for you.

for such purposes, there are many free hostings, the same narod.ru, for example, ftp and here you have a "public folder"
PS that's why the dropbox for new accounts and covered the public folder, replacing only with a ball)
Windows Live Mesh, Box.net, ZumoDrive and Mozy? and also Ya.Disk and G.Disk
I solved the issue in the following way. I bought a thin client for a penny, turned off the 80th port (it already had dyndns), installed debian and lamps, created directories on the server and desktop. mounted the desktop folder to the server directory. Now I have a folder on my desktop, I uploaded the file and it is instantly available online.
Cons:
Upgrading is more labor intensive than registering a dropbox.
At high loads, the thin client may grunt. (In practice, it was not)
Pros:
Total control over the server.
Statistics.
Probably something else.
