What services are there for planning achievements and skills?

I recently saw somewhere such a site where a person can write out his desires to achieve goals, and then, as they are achieved, check off what has been done.
I came to him from some freelance site, where the girl described what she wanted to learn, what technologies.
The service was kind of Russian-speaking and free.
For the life of me, I can't find it again. Pliz help.

You can use trello.com to organize yourself.
There is also smartprogress.do for goal setting

I use Microsoft OneNote for this purpose. Convenient hierarchy, it is possible to create to-do lists with checkboxes and mark them as they are completed.
