What service or template can be used to store instructions for store managers?

There is a store for which a lot of instructions have accumulated - how to process orders, how to answer, where to look, etc. Now it's all in Word files, it's rather inconvenient. I would like to make a single portal where to place all such instructions. It is important that there is support for the following functions:
1. Step-by-step instructions for action
2. Posting photos, documents at each stage
3. Possibility of feedback so that if it is convenient to contact me and clarify (for example, sending a question by mail to indicate to what does the request refer to)
I thought to make a template on wordpress, but maybe there is already a ready-made theme / some kind of service for such a common case?

Confluence - but it's paid.
And so there is a little dance with a tambourine, then you can either set up Wordpress or install a Wiki engine and do it on it (MediaWiki suppose)
