What server accounting systems exist?

Hello gentlemen!
There is such a problem:
- There are a fairly large number of dedicated and vds that are rented from different hosters and DCs
- There are a large number of projects and services that run on servers (most often several services and projects on one) It is
necessary to organize a system for monitoring and accounting servers and projects, as well as for creating backups.
That is, you need a system that monitors the status of servers (at least on / off), you can describe the server (location, name), add custom fields (projects, services - if it were possible to monitor their status, it would be generally cool), and also keep a record of users on each server and store their login passes (in pgp containers). Well, or something similar. If there was still a backup system, it would be just super.
It is written very chaotically and the question is most likely the following - how do you take into account your servers, projects, make backups and store information about users? What services and software do you use?

I ordered custom software. Monitoring via cacti/nagios only. And accounting is custom software.
