What script (program) is engaged in filtering according to .htaccess?

On the server in .htaccess it is written:

Order deny,allow
Deny from all
Allow from a.b.c.d

But what script or program uses this rule and compares ip with abcd to match? and how to configure it so that it writes this ip, if it does not match, to the ignored.txt file line by line? Server on apache + nginx
