What's wrong with the user?

Hey!
There is a server on Ubuntu 16.04 on VDS hosting.
Put vsftpd there, configured with the help of numerous information on the network.
I'm trying to log in as one of the server users - it gives an error 530 Login incorrect.
I create a new user via adduser - everything is ok. I change the password on the old user (to be sure) - the entrance does not work.
Does vsftpd only accept created users after installation? maybe somewhere there is a list of users where I can manually include the necessary old users?

Yeah, open the file /etc/vsftpd/vsftpd.confand look for the parameter there userlist_fileor chroot_list_file, there will be the address of the file where the list of users lies. Add it there.
