What's wrong with the CSV file?

I have a CSV file - when uploading to mailing service mailwizz says error:
Your form has some errors, please fix them and try again!
The file "Kursk_2GIS_02.2019 (with state)_utf8.csv" cannot be loaded. You can only upload files with the following MIME types: text/comma-separated-values, text/csv , application/csv, application/excel, application/vnd.ms-excel, application/vnd.msexcel, text/anytext, text/ plain.
At the same time, it loads other csv files.
And if I take another csv file - from which I have already loaded it - I copy the data from this file - the same error. I suspect the problem is in the content.
Resave in csv - does not help, who knows how to win?

If there is a suspicion of an error in the content, then read it with your hands and find the broken line.
