What's wrong with firefox encoding?

Actually, I started to study html / css, I started in Windows Notepad,
then I installed Linux, I began to continue Sublime Text in it, and firefox is constantly buggy with encoding.
When opening each .html, it gives zagagulins until you manually change the encoding to unicode.
And so every time you open a new tab, you need to change it !!!!
wtf???

<meta charset='utf8'>inside <head>
You worked initially in Windows, and you have a file in cp1251. Be sure to save it in utf8
